The Open Group was contracted by North American Association
of State and Provincial Lotteries (NASPL), a consortium with
membership from over 48 lotteries from Canada, Mexico, and
US, to provide strategic services and prepare a business
scenario and a set of recommendations for achieving its goal
of creating an interoperable, open standards-based lottery
environment.
Subsequently, NASPL contracted The Open Group to also provide
program management for the NASPL Standards Initiative. The
Open Group provides the collaborative development infrastructure,
and manages the collaborative development processes. Also,
using its extensive experience in standards and certification
programs development, it facilitates the creation of best
practices, technical standards and associated certification
programs.

Standards Initiative – Strategic
Services
After initial investigative work, The Open Group prepared
a business scenario, which included an extensive analysis
of lottery operations, identified processes that were most
in need of technical standards and best practices, and provided
a set of strategic recommendations. Key recommendations included
a recommendation for an establishment of the NASPL Standards
Initiative, with proposed organizational structure consisting
of Steering Committee, four working groups, and a Retail
Council, and a recommendation for the development, review,
and approval processes to be used in managing this effort.
Based on The Open Group recommendations, the NASPL Standards
Initiative was established as a two-year collaborative development
effort with participation from the lotteries, gaming vendors,
and retail associations. It focuses on the development of
standards, best practices, and certification programs for
the lottery industry.

The Open Group is using its extensive experience and assist
NASPL in developing open standards best suited for the lottery
environment, which enable interoperability and increase quality,
and provide increased efficiencies, and result in reduced
costs.

Standards Initiative – Program Management
The
Open Group has been providing program management for the
NASPL Standards Initiative since its inception - from setting
up working groups and a steering committee, which would give
a strategic direction, to managing gathering of requirements
and development and evolution of best practices, technical
standards, and certification programs. As program managers,
we provide IT infrastructure, a web site for collaborative
development and sharing of documents, database management
services, and offer technical consulting when needed. We
also ensure regular communication within the groups, and
facilitate building consensus early, during the development
and review stages. We create and evolve project plans, charters,
procedures, and agreements.
What
Has Been Achieved
Two best practices are
completed: Best Practice for Quality Assurance, and Best
Practice for the Request for Proposal. Two certification
programs - Quality Assurance Program and Request for Proposal
Program, and two Technical Standards – Standard
for Bar Codes on Instant Tickets, and Standard for Lottery
Retail Accounting - are under development.
