John Keane - jpeg to follow Mr. Keane is the Chief Information Officer for MELE Associates, Inc. His primary experience is in technical business disciplines, including functional requirement determination, organizational architecture, business process reengineering, application software development, systems engineering, capital planning and investment and preparation of business case documentation. In both industry and government, he has successfully implemented systems based on architectures that integrate user-defined requirements and improved business practices with cost-effective information system solutions. He was the Department of Defense Program Manager for development and implementation of the Technical Architecture Framework for Information Management (TAFIM) that included the Standards-Based Architecture Planning Guide, DOD Technical Reference Model (TRM), and Human Computer Interface (HCI) Style Guide. As the TAFIM Program Manager, he was frequently called upon to advise numerous DOD activities, other Federal agencies, state and local governments and private industry groups on the application of strategic planning, Information Technology (IT) strategy, IT architecture/ infrastructure planning and business process reengineering in the development of enterprise-wide information systems. MELE Associates takes full advantage of Mr. Keane's talents in offering IT, Telecom, Environmental Engineering and Management solutions to its clients around the world.

Mr. Keane conducts a variety of classes on capital investment planning, business case development, performance based contracting and implementation of IT best practices. He has developed a phased life cycle management approach to satisfying the data submission requirements for the Exhibit 300 and developed a number of supporting tools and techniques that have been integrated into the business case process.
