Once bugs 768, 243 (if accepted), and 1617 (if updated to add -w) have been applied, we just need updated frontmatter to complete draft 3. Draft 3 for Austin Group review will have change bars against draft 2.1. Should we create a separate version for IEEE and ISO ballot with change bars against the 2018 edition? The answer is we should either do full change bars back to 2018 edition or no change bars. Geoff will try it with full change bars and see if there are problems. Draft 3 is the first draft to be balloted at IEEE and ISO/IEC.
