with some modifications to the rationale)

After some discussion, agreed to accept the proposal that both cases 
become may fails.

XSH ERN 40 : Accept as marked

XSH ERN 41: Accept as marked, add non-reentrant boilerplate text

XSH  ERN 45: OPEN. Agreed there is a problem, but need more time to consider
the solution.

The next meeting is proposed to be Thursday February 6th at the
regular timeslot

Andrew will update the aardvark reports on the web site with the
latest information including new aardvark subsequently received.
