two issues involved , 
Issue 1: once a semaphore
has been deallocated a sem_open should not be required to give the same
address, 

Issue 2: if a sem has been sem_open'd multiple times does a single
sem_close deallocate it or are there supposed to be a matching
number of sem_close calls?

On 1 we feel that once its been deallocated it does not have
to give the same address

Action on Andrew to forward the question to SSWG RT.
