The current wording is intentional , the suggested change
would violate some of the requirements on p1173 , lines 36493-36499.
It would violate expected behavior for applications that read from
tape devices that don't happen to be STREAMS devices. It could
break conforming implementations that do not support arbitrary
large transfers in a single call.
