Andrew has been in touch with the ANSI secretariat for
ISO/IEC JTC 1 , they have said that there is no need for 
a ballot, as it can be published after IEEE approval as
part of the PSDO agreement with IEEE.
Andrew will contact Rex and Nick to see how we might
alert the ISO experts on how to participate in the review.
