Gavin will provide a test program to see whether or not an implementation allows arrays. Gavin to update the grammar to simplify the difference between define_list and parameter_list (i.e. change the 3 occurrences of opt_parameter_list to opt_define_list). Also note that the note in the Rationale needs to be updated; not deleted.
