I have a draft for such a specification, which is enclosed.
It was a project in ISO for an i18n API, which was cancelled about a
year ago. They said that it should rather be done in each of the
programming languages, than be done as a language independent API.
I think a number of the opponents really thought instead that it was not
their cup of tea. In essence the APIs are just enhanced versions of
POSIX/C i18n APIs that are thread-safe - and then they address the
enhanced functionality of the newly approved ISO TR 14652.
Furthermore many of the APIs are implemented in GNU gcc, (or it was
actually the other way around: we codified what was implemented in
glibc.) The wordings in the spec is based on ISO C.
Please feel free to use whatever you want of it.
