Defect in XBD 1.1 Scope

Problem:

The list of XSH5 legacy interfaces is missing regex(), ttyslot() and
valloc().  These were in the Austin Group scope document (Austin/9r6)
so it looks like this was just a simple editorial omission.

Action:

After "regcmp()," insert "regex(),".
After "step()," insert "ttyslot(), valloc(),".
