Problem:

Defect code :  1. Error

Similar to the _POSIX_NO_TRUNC report.

For _XOPEN_ENH_I18N the requirement is also to be != -1 all the time.  All the 
requirement adds is that systems without support for this option must define it 
to zero and have getconf() return a negative answer.

Action:

If the functionality is indeed required for all implementations replace

  other than -1

with

  greater than 0


Otherwise remove the whole sentence.
