Problem:

Edition of Specification (Year): 2003

Defect code :  2. Omission

The description of mktime() on P768, L25139 refers to tzset(), but
tzset() is not listed in the SEE ALSO section.

Action:

Add "tzset(), " on P769, L25185 before "utime(),".
