The standard year numbering goes:

    ...  3 B.C.    2 B.C.    1 B.C.    A.D.1    A.D.2    A.D.3  ...

so, no, there is no year 0 in that sense.

However, when one writes the year number as a signed integer ("proleptic
year numbering") then year <n> B.C. is written as year <1-n>. Thus the year
of Caius Julius Caesar's death (43 B.C.) is written as -42.
