Another possibility is to add an option that causes 'pax' to use all
names as-is regardless of encoding errors, and to claim that they're
UTF-8 when writing archives.  This would allow 'pax' to read and write
file names etc. as-is.

This is perhaps not quite as elegant, but it doesn't require any
changes to the file format.
