@ page 666 line 25800 section nice editorial {20040725c}

Problem:

Edition of Specification (Year): 2004

Defect code :  1. Error

For a command like "nice -n -1 utility" (when the user lacks
appropriate privileges) the rationale says that neither the System V
nor the 4.3 BSD behavior was considered clearly superior, so the
behavior was left unspecified. However, the standard does not allow
the 4.3 BSD behavior: it requires "nice -n -1 utility" to run the
utility, whereas 4.3 BSD does not run the utility.

Action:

Replace the following text in page 666 line 25800

   Neither was considered clearly superior, so the behavior was
   left unspecified.

with:

   The standard specifies the System V behavior together with an
   optional BSD-style "permission denied" message.
