Problem:

Edition of Specification (Year): 2004

Defect code :  2. Omission

In 1997, the iconv definition follows:

In 2004, the iconv definition is shown changed:

http://www.opengroup.org/onlinepubs/009695399/functions/iconv.html

Please note the difference in the second parameter.  In 1997 it was "const char 
**" (which makes sense), but in 2004, the "const" has been left out, which 
creates a discrepancy.



Action:

I see two possible actions:

1. Revise the 2004 definition to maintain consistency with the 1997 definition.

2. Document a note illuminating the discrepancy and possibly a brief note 
stating why the 'const' was dropped from the definition.
