@ page 260 line 9174 section limits.h objection {SCHAR_MIN}

Problem:

Edition of Specification (Year): 2004

Defect code :  1. Error

XBD limits.h p260 l9174 states that SCHAR_MIN has the value -128

XBD stddint.h p323, l11535 notes in informative RATIONALE:
{SCHAR_MIN} has the value -127 or -128.

I believe that the text in limits.h is incorrect and should concur
with the informative rationale in stdint.h

Action:

Issue an interpretation. Defect situation.
The standard is what it says, but concerns are being
forwarded to the sponsor.

Recommend that in a future revision the text be changed to allow the 
values -127 or -128 for SCHAR_MIN in limits.h
