Because they have not (yet) signed the Memorandum of Understanding.
This press release really covers just the IPR issues; it is perhaps
unfortunate that it does not mention ISO as a participant in the 
engineering effort, but that has been covered in earlier announcements.

The press release also calls out the URL of the Austin Group home-page.

I am quite astonished about this press release. Why are you
not mentioning the 3rd partner in the work, that is ISO/IEC ?
