I think people already explained that this is not the case.  The
name-folding issue was just a consequence of using strcoll() instead
of the now proposed new interface because the latter is missing.

Ehm, I'm not changing localedef.  The locale specification is changed.
And note, that some earlier draft of the 14651 specification actually
separated lower and uppercase characters just as I need it.  Somebody
probably knew something...

These corrections happen already due to feedback I got.  This is not
something I come up with because it's fun (which it isn't).
