I really do feel we need the existing practice data: no matter the result (consensus of implementation or not) I believe it will guide us. Could I ask that one of the original proposers (or someone who really understands this) create the testcases needed? I think we can all easily enough run them, but designing them is hard, even given the very thorough discussions so far. (And we also gain the benefit of having all run the same test cases.)
