Under "Scope of TC1" the first item in the list of criteria to
identify a TC item is "In scope".
Obviously this must be a reference to the original Austin Group
scope, not a self-reference to the TC1 scope. However, it ought to
be clarified.
Also, I assume that when considering the original scope, what is
important is whether the overall result of the two-step change:
Base Documents -> SUSv3/POSIX.1-2001 -> TC1
would have been in scope for SUSv3/POSIX.1-2001, rather than how
the changes made in the second step, taken alone, might relate to
the original scope.
