Can you provide an example of any existing Bourne shell script that
would break because of this change?

Why would you use $'...' in a Boure shell script?

The user would have written '$...'

I choose $'...' rather than extending the rules for "..." to avoid
incompatibilities.

I have never heard of a single Bourne shell script breaking
because of this change.

I you beleive that end-users are being underrepresented, then
provide an example.
