There is a typographic error in:

     "If a NUL character is written to the destination, the stpncpy()
     function shall return the address of the first such NUL character.
     Otherwise, it shall return &s2[n]."

 The "s2" should obviously be "s1".
Desired Action: 
Change "s2" to "s1".
