In XBD <pthread.h> the static initializer PTHREAD_RWLOCK_INITIALIZER is
 required for all implementations (XBD page xx line yy).

 However, in the XSH pthread_rwlock_init() function, its use is XSI
 shaded. It is my belief that this initializer should be in the base
 requirement (as described in XBD)
Desired Action: 
At lines 53683 and 53704-53707 remove the XSI shading

 (If an interp is required, the standard is ambiguous)
