This Business Scenario describes the problem caused by the lack of the right information to the right person at the right time (in technical terms, a lack of interoperability) preventing organizations from achieving their business objectives. This scenario will be used as the basis for achieving agreement to the business issues, and to drive towards standards-based solutions that IT suppliers can deliver to their customers.
