NASPL is a consortium with membership from
over 48 lotteries from states and provinces in Canada, Mexico,
and the United States, with a liaison relationship with the
World Lottery Association.
The Open Group was contracted by NASPL for
initial investigative work, which resulted in a business
scenario, a sixty-page document analyzing lottery operations
and identifying processes that were most in need of technical
standards and best practices. This was followed by a recommendations
document, which provided a recommendation for NASPL to establish
their own initiative, as a two-year collaborative development
effort with participation from the lotteries, gaming vendors,
and retail associations in the development of standards,
best practices, and certification programs for the lottery
industry. This recommendation included an organizational
structure with Steering Committee, four working groups, and
a retail council. It also included a recommendation for the
development, review, and approval processes to be used in
managing this effort.
The Open Group provides the program management
for the NASPL Standards Initiative including:

Setting up the steering committee and the
working groups, providing the IT infrastructure, database
management services and web-site for collaborative development
and sharing of documents.

Conducting bi-weekly teleconferences for
the working groups, monthly teleconferences for the steering
committee, including determining the agendas, scheduling
calls, recording minutes and driving action items.

Creating and evolving the following deliverables:
Project Plan, Charters and Procedures, NDAs, Retail Council
terms and conditions etc.

Managing the requirements gathering for,
and the creation and evolution of, at least one best
practice and technical standard and the definition of
a certification program for each.

Providing the facilitation skills required
during the development and review processes, in order
to build consensus going into the final approval process
of the technical standards, best practices, and certification
programs.

Providing technical consulting for technical
standards, best practices and certification programs
as required.
