However, when it comes to more traditional enterprises, the story is quite different. The term ‘big-‐data analytics’ is often overused, oversold, and interpreted at will to serve many purposes: “Big-‐data = Hadoop”, traditional BI is too expensive; so use the ‘new’ open source stack”, “oh, we can actually do statistics in addition to slice-‐and-‐ dice”, “our business needs to be data-‐driven”, “let’s exploit social-‐media data” ... and the list can go on. In this talk I’ll ask and attempt to answer, some basic questions: Dr. Gautam Shroff is Vice President & Chief Scientist, Tata Consultancy Services and heads TCS’ Innovation Lab in Delhi, India. As a member of TCS’ Corporate Technology Council, he is involved with recommending directions to existing R&D efforts, spawning new R&D efforts, sponsoring external research, and proliferating the resulting technology and intellectual property across TCS’ businesses. By careful creation and use, it is effectively deployed for self learning and in volunteer organised SELF workshops. By dubbing only the audio, people who are weak in English can be made IT literate, while retaining the employment potential. Through the funding from National Mission on Education through ICT, MHRD, spoken tutorials and the SELF workshops are available free of cost to everyone. In the last one year, we trained 100,000 students. Through colleges, schools, cyber cafes and Aakash, we can empower everyone. Dr. Kannan M. Moudgalya is a professor of Chemical Engineering, Systems and Control, and Education Technology at IIT Bombay. He has been with IIT Bombay for 25 years. He was a visiting professor at the University of Alberta. He received chemical and electrical engineering degrees from IIT Madras and Rice University. Prof. Moudgalya has written two textbooks: (1) Digital Control, published by John Wiley & Sons, Chichester and (2) Optimization: theory and practice, jointly with Prof. M. C. Joshi, published by Narosa, New Delhi. He has published a large number of papers in refereed international journals and conferences in the areas of mathematical modelling, control and simulation. Prof. Kannan is now devoting his time on spreading education on a massive scale, without quality dilution. India has approximately 240,000 rural local governments called Panchayats. As part of its defined mandate, the Ministry has undertaken a massive project of introducing eGovernance in all the 240,000 Panchayats in the country, probably the most unique and largest eGovernance project in the world. It was desired that instead of building eGovernance solutions in silos, an Enterprise solution that covers all functional responsibilities of Panchayats should be built. However, Panchayats vary from state to state in terms of their organizational structure and roles and responsibilities assigned to them. An Enterprise Architecture Framework was developed with Panchayat as an Enterprise. The presentation mainly focuses on presenting the Panchayat Enterprise Architecture Framework. Our team, at National Informatics Centre (NIC), a premier government organisation promoting & applying eGovernance in government sector, is engaged in introducing eGovernance in ePanchayat i.e. a national level Mission Mode Project. It is part of this conceptulisation, we read, learned and attempted to conceptualise 'Panchayat Enterprise Architecture Framework (PEAF)' based on TOGAF® approach. Panchayats are Rural local bodies in India. They are approximately 240,000 Panchayats in India and can be clustered in 30 types based on their business architecture. The entire study done during the conceptualisation has enhanced our understanding to design the elements and organise (relations) things better and can be further improved. We have made a beginning and may be the first inside the government sector in India to do so and would like to share our expereince as a part of case study presentation to seek further guidance and feedback.
