The consensus of the review group was to stay with the existing
requirement for HTML 3.2.

 Problem:

 Should "HTML 3.2" be "HTML 3.2 or later", or is there a concern with
 backward compatibility?

 Action:

 Determine if HTML version support beyond 3.2 should be acceptable for
 the browser. Perhaps indicate that a minimum level of support is HTML
 3.2 features and functionality.

 Rationale for rejected or partial changes:

 There are no current plans for there to be LSB 2.0 certification;
 plans are to have an LSB 2.1 certification program;
 hence the 1.2/1.3 certificatoin requirement is reasonable since there are
 30 certified systems with their certifications running thru
 to 2004/2005.
 We would probably want to target LSB 2.1 certification for
 V2 versions of the product standards where we ramp the POSIX base
 too, since LSB 2.1 is aligned with POSIX 1003.1-2001
 rather than the 1990 POSIX specificiation.

 Problem:

 By the time this program is approved, LSB 2.0 will be available. It will
 contain ABI volumes for more architectures. Those architectures will be
 shut out if the requirement is 1.3 only.

 Action:

 Change all references to be "LSB 1.3 or better".
