(Vish) For sending data, the group determined that the API would guarantee "delivery to the transport" in the order that the API calls were made. The behaviour of the transport is both transport and implementation dependent. For receiving data, the group determined that the API would guarantee that for SOCK_STREAM sockets, the data would be delivered in the order in which it was sent. For SOCK_DGRAM sockets, no delivery order is defined. When considering the order in which posted buffers are filled, the group determined to write a statement indicating that buffers would be filled in posted order. It should be noted that there was not unanimous agreement on all of these issues, in particular the order in which buffers posted for receive are filled. John raised concerns that we have not specified the interaction of interleaved asynchronous and synchronous send operations when applied to the same socket.
