NSI Bar Code on Instant Tickets and Instant Ticket Packs for
Lotteries

INSTANT TICKET BAR CODE
When the NASPL Verification Logo, along with this label, is
used on, or in relation to, a business practice registered as
conformant to this Conformance Requirements Document, it must be
accompanied by an attribution in the form defined in Schedule 4 of the North
American Association of State and Provincial Lotteries Verification
Trademark License Agreement.
DESCRIPTION
This Conformance Requirements document is for the business
practice of including bar codes on Instant Tickets and Instant Ticket
packs for use in the retail environment to manage Instant Ticket
inventory.
The applicability of NSI Bar Code on Instant Tickets and
Instant Ticket Packs for Lotteries extends to all Instant Tickets,
Instant Ticket Packs, and if applicable to coupons produced by the
Lottery after the date specified by the Lottery as the effective date
for including retail focused bar codes.
CONFORMANCE REQUIREMENTS
The Conformance Requirements are derived from the following
Best Practice and Technical Standard:
- Management of Instant Tickets Best Practice,
Version 1.1, Document Number BP0801, August 2008, and any
Corrigenda issued
against such Best Practice, supplemented by any Interpretations
applicable to this particular version and revision of the Best Practice.
- Bar Codes for Instant Tickets in the Lottery
Industry, Version 2, Document Number TS0601, February 2006,
and any Corrigenda issued
against such Technical Standard, supplemented by any Interpretations
applicable to this particular version and revision of the Technical
Standard.
A conformant practice must:
- Utilize a GS1 registered vendor code in a GS1 compliant bar
code format for retail products consistent with Section 2.1.4 of the
Bar Codes for Instant Tickets in the Lottery Industry.
- Implement all the mandatory "Must" requirements, as defined
in Sections 4.1 through 4.4 inclusive of the Management of Instant
Tickets Best Practice and for which "Lottery" is identified as the
Practitioner in Appendix A.
- Implement all the optional "Should" requirements, as
defined in Sections 4.1 through 4.4 inclusive of the Management of
Instant Tickets Best Practice and for which "Lottery" is identified as
the Practitioner in Appendix A, or else provide a rationale in the
Conformance Statement for why the recommendation is not followed.
- Implement all the mandatory "Must" requirements, as defined
in Section 2.1.4 of the Bar Codes for Instant Tickets in the Lottery
Industry Technical Standard.
- Not implement the "Should Not" requirement defined in
Section 2.1.4 of the Bar Codes for Instant Tickets in the Lottery
Industry Technical Standard, or else provide a rationale in the
Conformance Statement for why the recommendation is not followed.
Appendix A of each specification provides a checklist of
the mandatory, recommended, and optional requirements. This Appendix
should be considered normative with respect to the assigned
Practitioner for each requirement, but in the case of any conflict
between the content of the checklist and the main body of the Best
Practice or Technical Standard, the Best Practice or Technical Standard shall take precedence.

INDICATORS OF CONFORMANCE
- A completed Validation Report that incorporates:
- A completed checklist.
- Extracts from the organization's specifications that
pertain to the size, placement, and type of U.P.C./EAN/GTIN/Databar
barcode, including extracts from the specifications for coupon printing
if applicable.
- An XML version of the complete U.P.C. price sales
catalog and two XML based updates to the U.P.C. price sales catalog
adding new products.
