The ability to add new values for the Category and Status fields can now be constrained, on a project basis, to maintainers only (who can configure this option themselves). 
The default is (as before) that anyone with the permission to create/update an Event, Action, Document or Review Document can add their own new Category or Status value at the same time.  Otherwise the existing pull-down lists must be used.
