Plato default visibility feature

| Description: |
When any item is first created it is assigned a visibility level. This is selected from a pull-down list of all levels from the current one upwards. (EG: at level 10 - 10/20/30/40; at level 30 - 30/40). The default level in this pull-down is the level at which the user is logged in.
It is now possible to preset the default to, for example level 20. This is useful where level 10 creates all the documents but the intended readership is level 20. As it stands, failing to select level 20 explicitly leaves a document invisible to level 20.
This is maintainer selectable and applies to the creation of all items across the site (documents, actions, events etc). This facility is available from the "Maintenance Pages" link in the left navigation bar (if not visible, first check the bottom of the page to see if the site has level 2 caching in effect, if so, select the Clear Cache/ Reload link --- if it still does not become visible you are not a maintainer for that site)
From the "Maintenance" page, select the first link "Update project level values and parameters" Scroll down past the text boxes and fixed settings until you get the radio button section, there you will find a pulldown setting:
"Is there a predefined default visibility level for new items?"
The default is "No - use the logged in level"
