Bug 1456: Permit implementations to add additional confstr()/pathconf()/sysconf() constants OPEN

Consensus from today: applications using extensions are already
non-portable, so standardizing how they detect those extensions is
tough to justify. However, the fact that these constants begin with
leading _, and most other extensions do not, does give us reason
for the standard to mention something non-normative.

Action to EricB: try proposing this as an XRAT addition rather than
normative text, to see if that reads better

Revisit this once the AI is addressed.

Bug 1457: Add readlink(1) utility OPEN
