Action on Eric B. to adapt the GNU documentation for OFD locks into
an initial set of changes for us to work on.

We will pick up on this item once Eric has completed his action.

Bug 767: Add built-in "local"  Rejected

This was discussed during the 2022-08-08 conference call.  Since there
is clear disagreement about the scope of local variables,  it is not
clear that consensus can be reached.  Therefore this bug is rejected.

If a consensus is reached, please submit a new bug with proposed
wording changes.

Bug 739: CX requirements for strftime seem to conflict with ISO C  OPEN

Change D2.1 line 13482 from:

   The implementation may implement typed memory objects as distinct
   file types, and the following macro shall test whether a file is
   of the specified type.

to:

   distinct file type, in which case this file type need not be
   encoded in type mode_t. The following macro shall test whether a
   file is of the specified type.
