To go into ballot we need a work group vote, and also PASC SEC vote. We had implicitly agreed to go into ballot as minuted in Austin/1284, where Andrew and Don took an action to initiate the vote at PASC SEC. The PASC SEC vote commenced on February 1st and was unanimous in approving Draft 3 go into ballot. We called a vote of the working group at this meeting, to ensure we are in process, there were no objections. We discussed how long the ballot will be. Tom noted that at the same time as opening the IEEE ballot, the IEEE has a public review which runs for 60 days, so we will need to wait at least 60 days before proceeding after the ballot in case there are public comments. Andrew noted that with a large draft we will need more than 30 days, at least 6 weeks. We will discuss on the core team how long we need.
