Bug 0000545: Escape Filenames as per Uniform Resource Identifier Encoding  Duplicate of 251

It was agreed to close this as a duplicate of Bug 0000251 since it
was felt that resolving 251 will include addressing this issue.

Bug 0000546: Fortran 77 Accepted as Marked

This item as marked for TC2-2008

We should mark fort77 as obsolete, and replace the "Future Directions"
section with:

"Future versions of this standard may withdraw this command. There
are implementations of compilers that conform to much more recent
versions of the Fortran programming language. Since there is no
active Fortran binding to POSIX-2008, this standard does not need
to specify any compiler."
