* General news

Andrew has sent (on Feb 1) the TC2 text together with a defect report log
to ISO/IEC JTC1 and is awaiting confirmation of receipt.
Andrew will announce The Open Group review to start within
two weeks, and also commence an IEEE review in the same timeslot.
As previously discussed we will time these reviews to 
allow for a recirculation if needed within the longer 
JTC1 ballot period.

Bug #949: The timezone name might be non-unique. Rejected

The timezone names are set by local conventions and government
authorities and are not unique.  The POSIX standards cannot override
government and local conventions.  Applications that want to use
UTC as their timezone can invoke utilities with TZ=UTC0.  If an
application wants to use something like TZ=<UTC-6>6<UTC-5> to specify
the local name in a manner different from local conventions, that
application needs to also understand local conventions for when
daylight savings time applies.
