Balloting status unchanged.  There is an IEEE public review running
on the draft until close of business on 23 April.  We decided we
will wait until after that date before proceeding with a recirculation.

We are in the meanwhile working on improvements to the single quote
character in the draft text.

Due to discussion on the reflector this item was discussed again.
A long discussion occurred and a number of bug notes are added to
the bug.  As there is an interpretation running, we will need to
restart the clock once we reach closure.

We will continue with this bug next time.
