* General news

Balloting status unchanged.  There is an IEEE public review running
on the draft until close of business on 23 April.  We decided we
will wait until after that date before proceeding with a recirculation.
Current status is that there are no comments in that review.

We continue working on improvements to the single quote
character in the draft text- the changes have been identified and
are ready to merge back into the main document tree.
