Bio: David Kruegel is the vice president of nuclear optimization and projects for Vistra’s nuclear fleet, overseeing the functions of major projects, new nuclear, innovation and continuous improvements, nuclear fleet outages, refueling services and turbine services, license renewal, and the nuclear fleet’s capital portfolio.
David is a seasoned executive with more than two decades of experience in the energy sector, encapsulating roles that span operations, complex project management, engineering, regulatory and environmental licensing, finance, business development, and contract negotiations.
Before joining Vistra, David was an expert associate partner with McKinsey & Company, where he worked with power generation utilities to improve performance through innovative approaches to capital management and major projects.

Q. Why did your organization become a Member of Industrial Advanced Nuclear Consortium and what does/will your involvement look like?
Vistra joined the Industrial Advanced Nuclear Consortium within The Open Group to help drive common, practical standards for advanced nuclear. Scaling nuclear cost-effectively requires alignment across owners, vendors, EPCs, and technology providers. Today, too much work is duplicated. That adds risk and cost.
As an owner and operator, Vistra wants shared approaches for digital architecture, data, cybersecurity, and lifecycle execution to reduce complexity and improve delivery.
The Industrial Advanced Nuclear Consortium focuses on execution and operations, not just reactor design. That matches Vistra’s view that success in advanced nuclear will be driven by how projects are engineered, built, integrated, and operated.
Vistra’s role is practical and owner-focused:

Provide an owner-operator perspective grounded in real plant and project experience

Share lessons learned from operations, uprates, and large capital projects

Support standards that reduce risk, improve safety and quality, and shorten schedules
