    Bio: Francis Uy is the CEO, Founder, and Chief Enterprise Architect of Sinag Solutions, with over two decades of experience leading Enterprise Architecture and Digital Transformation initiatives across the Health, Energy, Retail, Manufacturing, and Government sectors. He is the Philippines' first TOGAF® 9 Certified Architect (2012) and a TOGAF® Enterprise Architecture Practitioner (2024), holding an MSc in Enterprise Architecture Management and PMP® certification. Francis currently serves as a Core Architect for the World Health Organization's Digital Platform for Integrated Health Services (DPI-H) and has led enterprise architecture initiatives in digital health, health insurance, nutrition, surveillance, and ecosystem development. He is the Founding President of the Association of Enterprise Architects (AEA) Philippines and is a regular speaker at The Open Group events, advocating for the advancement of enterprise architecture and open standards across the region.

    Q. How long have you been involved with The Open Group?

    I've been involved with The Open Group since 2007.

     

    Q. What do you do, and how long have you been doing it?

    I provide Enterprise Architecture advisory services to private sector and government clients. For the past six years, I've focused on the healthcare sector, working with global development organizations such as the World Health Organization, the World Bank, and the Asian Development Bank. This work spans multi-sector stakeholders in health, including government ministries, hospitals, and provincial health authorities.

     

    Q. Why did your organization become a Member of The Open Group Healthcare Forum, and what does/will your involvement look like?

    We joined The Open Group Healthcare Forum specifically to build knowledge and develop case studies that will help increase the adoption of The Open Group standards across the health sector globally. Our involvement centers on contributing real-world experience from healthcare transformation initiatives to strengthen and validate these standards.

     

    Q. How has/will membership in The Open Group benefit you, your organization, and the industry at large?

    Membership allows us to learn directly from the pillars of Enterprise Architecture while contributing to the development of the standards themselves. This two-way exchange strengthens both our practice and the broader industry.

     

    Q. Why is it important for other organizations to join The Open Group?

    For provider and supplier organizations, membership ensures compliance in the use of the TOGAF® standards. For organizations supporting business and government transformations, it places you at the forefront of standards adoption and development — shaping the frameworks rather than simply following them.

     

    Q. What are your hobbies?

    Outside of work, I enjoy spending time with my family.
