The Open Group Trusted Technology Provider Forum (OTTF)

Objective of Meeting

The three major objectives of the Wednesday sessions were to:

  • Propose and reach consensus on recommendations for the O-TTPS Change Requests (CRs) that were submitted thus far to the Company Review of the standard
  • Present and discuss the 2013 strategy proposed for global outreach and standards harmonization
  • Revisit outstanding Proposed Consent Items, Open, and Parked Issues to reach consensus on resolution

Summary

O-TTPS Change Requests Submitted to Company Review

Sally provided an overview of the timeline for the Company Review, which ran from January 7 to February 4. The members reviewed the Change Requests that had been submitted thus far to the Company Review, and provided recommendations for each of the Change Requests, which will be sent to the Steering Committee for consensus and balloting after the review closes and according to the following timetable:

  • December 21, 2012: Announce Company Review
  • January 4, 2013: Review materials available (estimate)
  • January 7, 2013: Review opens
  • February 4, 2013: Review closes
  • February 5-13, 2013: Convene teleconferences to propose resolutions
  • February 14-22, 2013: Forum votes on proposed resolutions
  • February 25 - March 5, 2013: Comment resolution teleconference
  • March 10-24, 2013: Sanity Review
  • March 25, 2013: Forward to Governing Board for approval

The Global Outreach and Standards Harmonization Work Stream

This Work Stream presented their draft strategy, and are looking for approval from the Steering Committee to implement the strategy. There were two components to the strategy:

  • Prioritization of harmonization with other standards groups and the business/strategic value for engagement
  • Strategy for outreach to increase market awareness and adoption

The discussion on outreach strategy included a discussion on what milestones would trigger the best opportunities for “marketing/outreaching” our efforts, which lead to a discussion on the Project Plan, and the timeline for these “trigger” milestones.

Proposed Consent Items and Issues List

The group looked at the individual elements in both the Proposed Consent List and the Issues List and worked through each of them, arriving at new resolutions for them, some of which had consensus of those participating at the meeting – and will be distributed to the Steering Committee for further consensus.

OTTF Update

The O-TTPS is an open standard containing organizational guidelines, requirements, and recommendations for integrators, providers, and component suppliers to enhance the security of the global supply chain and the integrity of Commercial Off-The-Shelf (COTS) Information and Communication Technology (ICT) products. This standard, if properly adhered to, will help assure against tainted and counterfeit products throughout the COTS ICT product lifecycle encompassing the following phases: design, sourcing, build, fulfillment, distribution, sustainment, and disposal.

The OTTF has made significant progress on the Open Trusted Technology Provider Standard – Mitigating Tainted and Counterfeit Products (O-TTPS) and on the O-TTPS Accreditation Program.

The O-TTPS (Standard) V1.0 is scheduled to be approved and published in early April 2013. The O-TTPS Accreditation Program (Policy and Accreditation Requirements) are scheduled to be submitted to The Open Group Company Review for approval in Q2 2013. The objective is to have a public launch of the Program in Q4 2013.

Next Steps

The OTTF will:

  • Agree and ballot recommendations to the CRs, and complete the Company Review Process – with a goal of publishing V1.0 of the O-TTPS Standard in early April 2013
  • Refine, approve, and implement the global outreach and standards harmonization strategy
  • Update the OTTF project plan to account for the pilot program dates and dependencies
  • Reach consensus on outstanding issues
